Open data advocates are eager to get more cities to embrace their vision of transparency and citizen participation. City officials, on the other hand, are more worried about the risks of letting the public have unfettered access to municipal data. One major challenge for cities facing the prospect of adopting new media tools is the disparity between the fast pace of technological change and the slow pace of institutional adaption. Fortunately, cities don’t have to do everything themselves.
