The city’s Inner Harbor neighborhood, the model of urban waterfront redevelopment, is an oasis in this urban Sahara. Developed by a team of visionaries in the ’60s, its museums, hotels and attractions drew 13 million people in 1996 — nearly as many tourists as the Magic Kingdom.
