Back in March, when Pennsylvania’s primary seemed poised to shift the balance of the battle for the Democratic nomination, Philadelphia’s Mayor Michael Nutter called on the candidates to debate “urban issues,” implying that the issues that cities face are of national concern.
Soon after Nutter’s announcement, Clinton and Obama updated their Web sites to include urban agendas, calling for stronger federal involvement in cities, better education for urban populations and greener cities. (Without similar pressure to talk about cities, McCain still hasn’t formulated an urban agenda.)
